David Cowan serves as the Watershed Manager for the North Texas Municipal Water District (NTMWD), a wholesale provider of water, wastewater and solid waste services in North Texas. He is responsible for developing and implementing watershed protection plans and projects that safeguard aquatic environments and NTMWD water supplies.

David has 30 years of experience in watershed protection. He graduated from Stephen F. Austin State University with a B.S. in Biology and M.S. in Aquatic Science. He has worked as a Fisheries Biologist, Laboratory Technician and Watershed Manager at various federal, state and local entities. Most recently, he served as the Director of the Lake County Watershed Protection District in northern California.
